vCenter 5.1.0U1b update to 5.5 fails (Error 1603)

I keep getting errors while trying to install vCenter 5.5 Single Sign-On which results in a rollback.

I tried it with Simple Install and Custom Install.

I already tried to delete the CIS Folder and install Vmware-python from the prerequisites folder and checked the FqdnIp Value in the registry.

Please see the log, i have found error 1603 in it.

OS: Windows 2008 R2 SP1 Std.

DB: MS SQL 2008 R2 SP2 Std.
